We’re inviting you to have your say on our plans to regenerate the remaining 25 acres of brownfield land at Pomona Island into a new waterfront neighbourhood – Manchester Waters.
Peel Waters is running this consultation ahead of preparing and submitting an outline planning application to Trafford Council.

An outline planning application agrees the principle of development on a site and sets parameters to guide future development across the site. That’s why you may not see the level of detail in the plans you would expect. If an outline planning application is granted planning permission, the detail of future phases will be approved by Trafford Council via separate reserved matters application(s). This will contain the detailed aspect of the design of the new development and final layout, including scale, appearance and landscaping.
New Homes

A range of homes will be delivered across the site, including townhouses and apartments which will be designed in response to a variety of needs, incomes and ages. Further details for each phase will be agreed at the reserved matters stage of the application process.

As this is an outline application, we are setting the overall parameters for future development. Detailed design and other specific matters (scale, appearance, landscaping) will be addressed and consulted on through future applications.

There will be some parking for residents, but the masterplan prioritises sustainable transport options, through the creation of new pedestrian and cycle routes and close links to the tram stops at Pomona and Cornbrook. A new car club hub will also be established, providing the local community and new residents with a flexible and affordable alternative to car ownership.
Masterplan

The outline planning application will include the submission of Parameter Plans which will set the principles for all future development across the site. Each future phase / building will be required to follow the agreed details of the outline permission (once granted).
The massing of development will range in height across the site, reaching a maximum of 36 storeys within the centre of the site, decreasing in height as you move outwards.

The vision for Manchester Waters is to create a new waterfront neighbourhood with new homes supported by commercial, hotel and leisure amenities.
The proposals will see 10 acres of new public spaces, including a 5-acre dockside park on the site, as well as waterfront areas for sports and social activities.
We are focusing on creating active ground-floor frontages with, shops, cafés, and other uses that will bring life and vibrancy to the public realm.

No, it is not accessible or safe for the public to go through at present. Through the creation of attractive and safe pedestrian and cycle routes as part of this new waterside neighbourhood, we will open this area to the local community, providing new convenient links along the waterfront between Castlefield and Trafford Wharfside, and across the site to Cornbrook tram stop.
Environment and Sustainability

Sustainability is embedded into the masterplan, which is designed to include interventions that respond to environmental challenges and climate change. This has been achieved through working with specialists in a wide range of fields, including ecology, landscape, engineering, air quality, low carbon design, wind, daylight/sunlight, acoustics and many others.
For example, flood risk will be mitigated by raising the ground levels across most of the site and ground conditions will be improved through a comprehensive remediation strategy. Above ground, a network of new and improved green spaces will be created, balancing the preservation and enhancement of biodiversity and habitats with the creation of new spaces for the community.
The buildings will be designed to incorporate low carbon technology and will meet the latest standards to ensure they are futureproofed against climate and environmental challenges. Further detail of the specific measures for each building will be included in reserved matters applications.
Delivery

This development will bring a wide range of new jobs, both on site and in local businesses. It will also support local suppliers and create long-term opportunities for the community.

As reserved matter applications are submitted, they will include details of how and when construction will take place to minimise any impact on existing residents.
Subject to approval of the outline planning application and subsequent reserved matters, we’d anticipate construction could begin towards the end of 2026. Given the scale of the masterplan, delivery is likely to be phased over the next 15 years.
